[CyberTOPS] CyberTOPS "RAINBOW" Challenge Report as of March 27, 2010

There are 116 TOPS and 24 KOPS participating in the cyberTOPS "RAINBOW" 
Challenge.  They have accumulated a total of 11929 points so far this 
year, an average of 85 points each.  Of those, 2263 points were earned 
this month, an average of 16 points each -- half the average of last 
month :o(

If you are not in the Rainbow Challenge and wish to participate, just 
let me know!
