~I haven't heard of any changes to the rules, but I think the number of members 
required to START a chapter is 4. I guess that over time, a chapter may lose
members and be below that number. When I joined my very first chapter, it only had
2 members active. For a very long time, there were only three of us. I was leader, 
another member was co-leader/secretary,and the third was treasurer/wt recorder.  
Obviously, not the optimum number of members for a support group, but we never were 
told that we had to disband because there weren't four of us.  Not sure if it's a 
similar case with Jo's chapter, in that at one time they had more members, but
perhaps now are down to just the three of them.
