[CyberTOPS] elections today

I was leader this year. I asked those who would not want to return so I had an idea of areas to stress. I headed out the chapter rules that have the duties of all positions. That way people are aware of what they are getting into.

 well basically I told them earlier that I would not be running for
co-leader for next year so they had to find someone else and she will be
great at it I am sure. So that they had time to think and coarse someone.
