[CyberTOPS] first weigh of new year

There is no "free" weigh in on cybertops.  You will still have to report 
your gain or loss since the last weigh in of 2009.  The reason for the 
free weigh in with TOPS is division winners.  I don't do that, and just 
have an accumulated weight loss, so no free weigh in here.
