[CyberTOPS] CyberTOPS "RAINBOW" Challenge Report as of February 27, 2010

There are 116 TOPS and 25 KOPS participating in the cyberTOPS "RAINBOW" 
Challenge.  They have accumulated a total of 9400 points so far this 
year, an average of 67 points each.  Of those, 4208 points were earned 
this month, an average of 30 points each.

If you are not in the Rainbow Challenge and wish to participate, just 
let me know!
