[CyberTOPS] what constitutes a no-gainer?

Is the term "no-gainer" an official TOPS term or is it defined by
individual chapter by-laws? We are wondering if all those who attend the
meeting and respond to roll-call have lost or stayed the same if that
constitutes a no-gainer even if another member may have weighed in with
a gain but they didn't stay for the meeting? Or if a no-gainer is only
achieved if all members, who weigh-in, whether they stay for the meeting
or not, lose or stay the same.  I am thinking if it is determined by
individual by-laws, the former is better. But wanted to get a
clarification from whether it is an officially defined term in TOPS. 
I did email my coordinator, but in the meantime, thought I would ask cybertops.
