[CyberTOPS] weigh in - late comers

Our chapter has digital scales.  They are not packed up, until after  the 
meeting.
 
 The Weight Recorders Guide Book says "that members arriving late will  be  
weighed AFTER the meeting."
 
It doesn't take long to change weight recorders.  The secretary, can  make 
the correction, the following week.
When asked, if there are any corrections.
