[CyberTOPS] Changes to way to refer to chapter number

I will be using the #sign for probably the next 2 years, at least on our bank
account.  I had just ordered new checks and deposit slips about a month before
we got the notice we didn't have to use it.  And since it is cheaper to order
those things in quantity, what I ordered will probably last for at least 2
years, or maybe more.  We will leave it off when we make any kind of poster,
name tag, etc. for contests and I am changing the reference in our newspaper
item that advertises our meeting every week.  I am not going to trash about
$60.00 worth of materials.
