[CyberTOPS] CUT & BURN CHALLENGE- question

THANKS, Rollie and Marguerite!  I was pretty sure that the challenge was 
'til IRD, but after seeing a couple of posts that stated 'by the end of 
this year', I started second-guessing myself.
