Ours does that too, but I don't honestly think the scale is bad.

Our TOPS chapter is about 3
years old. When we organized we bought digital
scales. We got the
Healthometer 349KLX and I think we paid about $150-$170
for it.
We have some
people now that would like for us to get a balance beam type
scale because
they feel it is more accurate. We have been having a little
problem with this
one going to -0.2 and then you have to zero it out.
Sometimes you have to do
that several times before it stays at 0. I think
that this makes them think
this one is not accurate (and maybe it is not).
Anyone have any thought on
the accuracy of one versus the other? Also, any
recommendations as far as a
model for a balance beam type if we go that way?
