[CyberTOPS] Contest Problem

The contest that my chapter just competed, we had a KOPS first place and a
TOPS first and second place because of the ratio of TOPS and KOPS.

Our
club is having an issue when it pertains to contest rules... We have 3
KOPS
and they are all well below their goal and seem to win every contest.
What do
you do in your organization? Do you not include KOPS in your contests?
Do you
have seperate contests for TOPS and KOPS?  What are the rules for KOPS
when it
comes to winning a contest?
Are there any contests you have that we could use?
Any help would be greatly appreciated.
