[CyberTOPS] Starting a new chapter

Royal and I transfer to a new chapter in Farmington in Jan. Guess what it is
not working out. They started around Nov/Dec.  They are really laid back and
don't want to do much. I guess, I expect too much. I got copies of some
by-laws from some of you to try and help them out. Also I put together a
folder for each of these 4 members about tops, rules, exchange system, terms,
calendar, plate method,  and an example of by-laws. I got all this
information off the Tops web site just to help this chapter out. I also
mention unless they get some structure new member or members that
transfer will not stay. All I hear is that we want to be relaxed. I
know we have only be a member since Jan, but I see no improvement in this
chapter. I ask about by-laws, dues, programs and get no answers. Royal and I
decided it we had to transfer back to our old chapter in Springdale or start a
new chapter. So next week I am going to start my own chapter as I need some
 structure and rules to go by. We are open to any and all  suggestion that you
have to offer us.  We will be meeting at a Senior Center on Tuesday night.
