[CyberTOPS] changing clothes

I don't believe the book says anything -- some chapters have it in their 
bylaws.  I change prior to weigh in and so do many in my chapter.  I do 
think the one thing the book mentions is whether or not you are weighing 
with your shoes on or off has to be decided.  (We all weigh without shoes).
