[CyberTOPS] a rule

Yes, if they go against the guide books or TOPS HQ rules, they are breaking the rules.? Here's the rule from the Weight Recorders Quide book:

Chapter 3 TOPS Weight Charts (under TOPS WEIGHT CHART (Form L-027)

Number?4.? Letter a.? Item 2.

AB (unexcused absence) must be entered if a member is not excused from a meeting or declines to be weighed. (my emphasis).? 

Chapter 5 KOPS Weight Charts (under DATES, WEIGHTS and OTHER ENTRIES)

Number 6.

All KOPS must weigh in at each home chapter meeting they attend or be marked absent. (my emphasis again).

Actually we were told the same thing by our group leader that you MUST weigh 
in.. That's crap because the rule books said you can attend a meeting and not 
weigh in but will be marked Absent.. Aren't they breaking the rules by saying 
you can't stay for the meeting unless you weigh in???

It is a TOPS rule.  Who said no way?  They can't say that.  It's says in

the chapter book that if a member comes to the meeting but doesn't weigh 
in, they shall be marked ABS.
