[CyberTOPS] Best Loser = 4 pounds in TOPS weight book?

that is not a Tops rule.  Maybe when this was written the person forgot to 
put a 1/ in front of the 4, which would equal 1/4......Could this be a 
by-law that was written by the chapter at one time?
